they are not itchy at all, and they are only painful if i try popping them

It does sound like hair follicle infection.
You can still get checked for herpes virus if that is what you are worried about.
Herpes lesions look more red and more painful.
That is why I am not leaning towards that
and the ointment will make it go away? or just speed things up?(will they go away on their own)
ointment will help them go away sooner.
do these infections reoccure?
yes they can due to the heat anod sweat.
and shaving can worsen--so avoid shaving during the lesions.

also, as i was trying to remove a hair from one of the lesions, with tweezers i tried popping one, and the lesion came off... i removed it from the tweezers, and looking at it up close it was a like a hard, rubbery off white fatty... thing...it bleed but after a few hours it grew back (more red). would that fit the discription of the infection?

seasonal allergies can cause this.
if you smoke cigarettes, that is another possibility
i dont smoke or drink. but i do have allergies and that makes a lot of sense...seasonal allergies AND dust mite allergies.. i guess i'll have to clean my house :)
