How do you know you have just a 10 day luteal phase?

I've been charting my cervical fluid and basal body temps. I what looked like a thermal shift ten days ago.

My cycle length is 25 days.

Well a normal cycle is from 24 to 35 days.
So you have a 25 day cycle and if you have periods that come every 25, then you Ovulated approximately 11 days after you started your period.
And, hence you probably still have a 14 day lutel phase
Humans do have 14 day luteul phases on average.

I don't think I did ovulate on day 11. I think I ovulated on day 15. My temperature didn't rise till day 15.

Well I don' t really believe in Basal body temperaute - this is very inaccuate.
If you really want to see - then get arranged to do a daily ultrasound.

Do you recommend ovulation predictor kits?

Actually not really
think they are a waste of money - although some doctors highly recommend them, I do not.
And, these ovulation kits really only work for about 50% of women.
You can try it, and if it works, great.
But please don't put blind trust in them.
