my husband has been monitoring his blood pressure regularly for 2-3 weeks and it has been high every time. last night he had some blurred vision, racing heartbeat, and felt "not right" in the head. he woke up 2 times in the night with his left arm numb and then this morining it happened again after he was out of the bed. the numbness is gone now but i am concerned about the reasons for these symptoms. what should be reasons to go to the emergency room for immediate attention?

Yes, this is reason to be seen right away. His symptoms, along with the high blood pressure are worrisome. I don't even want to take the time to ask you about his blood pressure or meds he takes. Just take him to the ER. High BP is risk enough for a cardiovascular event that he needs treatment for. He could be having a heart problem.
So, just take him. Better safe than sorry.

His blood pressure definitely needs treatment but is not critically high right now. It is possible something else is going on with him. However, the arm numbness (in absense of some injury or back or neck problem) with "not feeling right in the head" is worrisome.
He should have these symptoms checked out as soon as he can. If he feels OK right now, you can probably forego an ER trip. He should pay attention throughout the day, though. It would be really good if he can be seen by his regular doctor tomorrow.
