I have had recurring itchy bumps on the base of my spine for over twenty years. Usually they occur every three or four months. Lately it has been every month. The itching is not too bad, it's just a nuisance

In my opinion, there may be following possibilities related to your problem-
Contact dermatitis - inflammation of skin due to any allergen or irritant like clothes(polyester, tight wear,)soaps, etc.
Eczema which is a very dry itchy skin condition.
Pseudomonas folliculitis(hot tub folliculitis)-exposure to a hot tub, contaminated loofah sponges and diving suits.
Fungal infection occurs in warm , moist areas due to sweating.
Scabies caused by mites.
You should wear loose , cotton clothes.
You should apply moisturiser after bathing if you have dry skin.
You should drink plenty of water.
You should avoid any contact with substance which aggravates your itching.
You should avoid scratching as it can worsen your symptoms.
I suggest you to consult a dermatologist for a definite diagnosis and undergo CBC test for further evaluation and management.
I hope it 'll help you.
