Thank you for using JustAnswer. Non cooked meat is more suceptible to get growth of germs(bacteria) than cooked meat because cooked meat has some salt in that and that prevents bacterial growth somewhat.
But as soon as the temperature is favorable for bacteria to grow, meat is an ideal medium for them to grow .
If cooked or non cooked meat is in freezing part of the refrigrator, then it should not pose a health risk as bacteria can not grow at that low temperature but it should have been placed in freezing compartment right after cooking.
If any doubt about germs, it should not be consumed anyway.
