left upper cheek and temple hot to touch, feels like a sunburn (not)

Do you have any other symptoms like fever, body aches, redness of the skin locally etc.?
Any previous history of similar problems?
Any rash, medications that you are on?

Reply to Dr PG M.D.'s Post: no fever, no body aches other then excersize strain, some redness, this condition I had last week and lasted a few days, no history, no med when touched is sensitive like that of touching sunburned skin

The most likely explanation for this condition is a local allergic reaction to some substance, or a contact dermatitis.
A less likely explanation is a rash secondary to a viral infection.
You may need to contact the doctor if the symptoms persist/ worsen.
In the meantime you can probably apply some moisturizer locally to check for immediate relief of symptoms.
A mild 1 % hydrocortisone cream may help too,
