This sounds like scabies or possibly molluscum contageum due to it appearing to be contagious. But your spots sound pretty scant, so that makes it sound like flea bites. Flea bites are usually on exposed areas, or areas like a waist band (places a flea could "hop on to".
It is much easier to tell if you have a pic you could send us.
What I will do now is send you a picture of the conditions mentioned above to see if you can identify it.

Also, look here for a picture of the bed bug, which in reading can leave marks on the skin too, and possibly also sounds like the one you found. Look at the pictures and see if you think this is it: http://en.wikipedia.org/wiki/Bedbug
Tell me what you think. There is medication to apply for pediculous if you think that may turn out to be the problem. For bed bugs, it may involve getting a new mattress and doing a lot of vacumming.
Above, you mentioned you hadn't seen any fleas. You will not always, I know I have some in my house due to my dogs, that I haven't been able to exterminate, but I don't see them, I just get bit occassionally. But the bug you describe seeing did not sound like a flea.
