Yes, swelling of small joints of both hands, pain & stiffness that is particularly worse in morning is a sign of inflammatory arthritis like rheumatoid arthritis, psoriatic arthritis, lupus etc.
Please consult a physician or rheumatologist for evaluation which may include hemogram, cell counts, rheumatoid factor test, ESR, C-reactive protein levels, antinuclear antibodies & few more tests.
