These are normal. They are called Fordyce spots. Fordyce spots are white spots found on the surface of the testicles, foreskin, and on lips. http://www.dermatlas.org/derm/IndexDisplay.cfm?ImageID=1149472491

They are oil glands. They are present in some normal individuals. If the spots become painful or irritated then I recommend that you have them examined and treated by a urologist.
