Try holding down the power button on your Garmin for 20 seconds (or, until it turns Off.)
Leave it Off for at least 20 minutes.
Then try powering it On again, and see how it goes.

There may be only one problem with your Forerunner watch... or there may be one problem that leads to the second problem as a consequence.
I suggest that you need to have the watch serviced for a failing battery in it.
Garmin Repair will take care of that problem for a fixed price; that fixed price is $89.
