I replaced the resistor board with a new one from a local

Hi my name is ***** ***** i replaced the resistor board with a new one from a local dealership. My blower will not run. I bypassed the controls and gave the blower 14VDC and it runs perfectly. So started trouble shooting further and am kind of stumped without an electeical drawing. I have 14 VDC at the red wire to ground and nothing to ground at the orange wire. If I measure across the orange to the red I have 14 VDC. I'm assuming orange is common or ground. Could I have a defective resistor board out of the box?

Is this the 3 wire resistor or the 7 wire resistor?
