I am sorry for the long wait40 psi key ON engine OFF ?will the engine run on starting fluid ?40 psi is way below spec the spec is 60 - 66 PSI key ON engine off those spring loaded injectors need all the fuel pressure to be able to open up and send in fuelif the gauge is known good your testing with then replace the fuel filter if it is still low the fuel pressure the fuel pump needs to be replaced and once the fuel pressure is to spec it should run
