Okay, well I answered your question about T-stat positioning.
The water pump can have deteriorated fins and NOT pumping the water. The radiator can be partially plugged.

If the pump is good water should flow quickly through the radiator fins.
Flush the complete cooling system then, block and radiator with a flush machine. It's plugged. Hopefully you never added any stop leak to the cooling system at any time because that will ruin the system while it's stopping the leak.
