Does the transmission slip in the forward gears?

Very little power at all in any drive gears, will barely pull itself forward, doesnt seem to slip, seems like when you have the clutch halfway engaged on manual. When you shift to reverse it goes in hard and has all the power it should.

Does it do this even when the transmission is shifted down into the Low 1 range?

yes, all drive gears, barely pull itself at all, reverse is good

This is a mechanical failure within the transmission. The problem would be in the forward clutch pack. The transmission will either need to be replaced or rebuilt.
