HelloCustomer the most common reason for the noise if it's right up near the steering wheel, is noisy clock spring. This is the device that keeps power flowing into the steering wheel when you turn it. It has contacts that drag on it and it has rotating plastic components and that is where the noise is generated. Sometimes you can spray some spray silicone in between the steering wheel and the column, but it doesn't always work.

could it be a power steering issue?

Not if the noise is in the passenger compartment at the steering wheel. If the noise is outside of the passenger compartment, we may have other issues.Ivan40277.071221412

I hear the power steering outside when the wheel is turned all the way

Then definitely check your power steering level. It's not uncommon to have a whine from these power steering pumps, but definitely check the fluid level. If it's borderline, it could be sucking air and giving the noise.
