i have a 1998 cadillac catera an i have no power to the fuse box at the fuel pump what do i check for to fix it.

Is that the #18, (20 amp) fuse for the fuel pump?

Are you checking within 2 seconds of turning the key on?

yes i have changed an check it as soon as i turn the key.

That sounds like the relay but you will want to make sure that there is power at the relay terminal 30 at all times, (that is powered by the power distribution center) Here is a diagram of it and the location of the relay.

The Fuel Pump Relay K44 is located in the LH front of the engine compartment, in the ECM Housing, at position 8. The ECM Housing (1) is located on the left side of the engine compartment in the relay center.
