Is there an agreement when the deposit will be paid back?
The landlord brought something, why he does not want to pay?
is there no agreement and no rationale for why there is no refund, so first you must set a time limit for the refund.
The agreement just requires the security deposit but doesn't mention when it would eb reapid. There has been no mention of any issues/damages and we left the apartment in teh same condition as we found it. I found teh aprtment through VRBO.com (a rental website that links renters and landlords for vacations). I have never had a similar problem.

That means, after that point he has to pay your compensation, like interest, cost of enforcement etc.
There is not a clear time in the law. The law states, as soon as possible.
