In Germany, private adoptions are prohibited.
German approved adoption agencies are the Jugendamt.
The private adoption placement is allowed in Greece.
So if you can legally adopt a child in Greece through private placement, you have to let recognize the adoption in Germany, vgl. § 2 AdWirkG.

Please can I clarify this. In Greece private adoption is legal but in Germany it is not.
Does this mean that we have to contact the Jugendamt in our local region and ask their permission? Are they able to refuse the adoption? Will we have to go through the full adoption process (psychiatrist, home visits, etc) before they will allow the adoption? (We have already gone through this when we lived in Luxembourg but our adoption from the Ukraine failed).
