my friend is a US citizen living/working in Germany...he's been on sickleave, his pay cut but 60% instead of 80% (I believe), is having back surgery next week, wife has glaucoma and can't work, she needs surgery on her eyes, falling behind on bills, was told last week about a motor vehicle accident that happened 4 yrs ago-he's being held accountable again for 1400Euros-of which he was rear-ended but blamed for the accident and has to pay, his car needs repairs, insurance in July with plates and fears won't be able to do so, in jeopardy of utilities being turned off soon, maxed out at the bank with a loan, afraid of bank account being frozen so can't pay bills or rent and being evicted in 3 months....what are his options besides filing bankruptcy and could he return to US after he files in Germany or can he file from the US? His elderly father is also ailing in health and lives in Michigan...
