The response was poor on all levels. The mayors mandatory evacuation was only issued a day in a half before the hurricanes landing, not giving people enough time. No provisions were made to evacuate, homeless or low income people. Thee was a decrease in the national guard as units were deployed overseas. Fema had delays in command which delayed their response to the people. Fema only put people up for 90 days then they had to fend for themselves.
