What does it mean when one says "This public speaker has a habit of whipping his audience into altered states of consciousness?"

An altered state of consciousness is a brain state wherein the listener loses the sense of identity with his/her body or normal sense perceptions, like an out of body experience. A public speaker may have that effect on his audience by using tactics similar to hypnosis.
