Why was my package refused at the location it was sent to? USPS tracking number 70110110000165684023. What happens to it now? I had originally asked to have it sent by FedEx to a specific office in San Francisco that handles passport renewals; all of my passport documents are in the package but the post office attendant sent it by USPS anyway, and now the package has been refused. Already Tried: Talking to US Passports 123, the company I was handling my online passport renewal through. They advised me that if my shipment was unsuccessful I should have it redirected or resent, but I don't know how as I don't have the package.

Well, I can certainly understand your frustration in this situation. I had a passport issue of my own with the post office and the State Department recently, so I can definitely empathize with you.
What happens when a piece of mail is refused is that it is returned to you. It is normally returned to you via the same way it was shipped. For instance, since the post office employee sent it via Priority Mail, that's how it will be returned to you. It looks like it took two days to get to the destination, so a good estimate for it to get back to you would be two more "mail" days (since it doesn't travel on Sunday)...I would expect you'd have it back by Monday or Tuesday at the latest.
I am not sure why they told you you should have had it redirected or resent...I have tried to do this with USPS packages before and they simply will not do it. I even had a package I sent where the zip code was off by one digit and they never sent it to the correct sorting center, even though the city and state was correct. So...I wouldn't feel too bad about it -- there really wasn't anything you could do about it. It's certainly not your fault.
I would sit tight and try not to worry about it. I am confident you will have it back very soon and can resend it then.
