rust proofing has not been as popular in the last 20 or so years because of manufacturers providing vehicles less susceptable to rust.
Nebraska does use road salt, but not as much as in the north east.
if you keep you car clean in the winter you should have no issue at all. better car washes offer and under side spray which removes all road debris from the frame and suspension.
you also need to be aware all new vehicles are shipped with clear coat paint finishes.
wax it with a nice carnuba wax like "mothers" in the fall.
I doubt you will have any issues relates to rust or paint.
