If a person has a February 19 birthday, that is what is listed, are they a
Pices or Aquarius, referring to their traditional horoscope sign, so what
would their horoscope sign be, and also if this was the date of birth for them
in Europe or Japan, would it be the date which determines the horoscope,
or would a Feb. 19 birthday be different horoscopes for someone born in the
U.S. on that day vs. the U.K.? Japan? Any?

While February 19th is on the cusp for Pisces and Aquarius, a person with this birthday is considered a Pisces. In about 50 years (in the year 2061), the sun will be in Pisces as early as February 17th. The place of birth would not make a difference, if the date of birth is February 19th.
