Is it true that you can always cash a check for less than the written amount? e.g., someone writes me a check for $5000 and I try to cash it for $200. This would be useful if you are convinced that there are not sufficient funds for the larger amount.

The person cannot withdraw cash smaller than the amount written on the cheque. So if somebody written $5000 on cheque, you cannot withdraw $200. You cannot convince stating insufficient funds or anything
