Can you retake college courses after you graduate too fix your GPA to get into pharmacy school?

The retaking of courses depends upon your particular school and what they allow. Normally schools don't allow a grade to be removed after a semester is completed unless there was some sort of hardship that would have to be explained in a rather detailed way. Either way, you could retake the same class regardless to get a better grade which would ultimately improve your GPA. When applying for grad school your transcripts would be looked over which would show that you took the same course twice and the better grade you received the second time around. Contact your academic advising department to find out if your school allows the sort of "grade replacement" you suggest. If they don't, as long as you're enrolled, you can normally take as many classes as you'd like, and they all factor into your overall GPA.
