Hello corrgan1957...

Is there a legal reason for needing his passport or just a family archival interest? I have been doing a lot of research into my own family tree through ancestry.com (a membership of abt $20/month on a month - to - month basis) I found my g-g-grand fathers World War 1 draft card as well as his fathers Civil War pension documents in a search of the available archives.

I hope this helps. Let me know if you need more, If so - send his full name - birthdate - date of entry and ship/portal data.
