Typically this riddle has two people at the fork to question a liar and a truth teller so I'll opt out and see if someone else knows this version.

The original riddle indeed can have 2 locals at the fork, but one that always tell the truth and one that always tell lies, that come back to just having just one that can tell 50/50.



The phrase to ask is (by pointing in a direction of the fork): "If I were to ask if this road leads to the village, would you say yes?"
