Positive and negative effects can only be judged with respect to humans and human values, not with respect to the Earth itself. The positive effects of plate tectonics include scenic topography including orogeny (mountain building). Without plate tectonics the Earth would be a flat and boring place. Many of the most scenic harbors and mountains etc. are in places that are the most geologically active. Negative effects of plate tectonics include earthquakes along fault lines, and volcanoes due to subduction of one plate under another. An effect which is both positive and negative is the monsoon season in Asia, due to the Himalaya Mountains. It is positive because it brings rain for agriculture, but also negative because it causes severe flooding and loss of life.
