help from local churches to pay utility bill

do you have to be a member of a neighborhhod church to ask if they can help you pay your electric bill and you qualify as very low to no income and are disabled?

Generally no, as they are there to help the community. Now there may be certain churches or organizations etc., that may only help members, but there are a lot of churches and such that are for the local community and those that are in need. You can also call your electric company and they should have a list of people who can help with paying the bill.
