NO! This is not legitimate. It is a scam.

The Inland Revenue once was the name of the UK's tax authority. There never was an Inland Revenue in the USA and the UK's Inland Revenue changed its name back in 2005 to Her Majesty's Revenue and Customs (HMRC).

Also, the address is incorrect and affiliated with Nigerian frauds.

Do not respond to the email. It is a scam. The real IRS does not email anyone. This is just some scammer looking to steal your personal information and your money.
