Publisher's Clearinghouse has been asked that question frequently enough to post the answer to it on its website. They don't give details, but they do say they have never not been able to find a prize winner and deliver the check in person.

There are many PCH scams that "borrow" the name of Publisher's Clearing House. PCH makes it clear they don't notify its contest winners by email or phone and that they NEVER ask for money for any reason at all.
