I have received 4 calls form people who have severe accents (possibly from Haiti orJamaica) telling me I have won a large amount of money and want me to accepttheir offers. With language that cannot be understood clearly.I have refused their speal the first phone call and they have been persistant withmore phone call. At one point I asked to speak to a superior; and he was not anybetter in his speal. ai want to know all about this and if it is truly a SCAM!
Already Tried: I have listened until I could not understand due to the language, as I have said, is not understandable most of the time.

Whilst it is not possible to confirm with certainty whether the people you spoke to were running a scam, I would say that it is 99% certain they were. This is a common scam in fact where you are told that you have won a large amount of money and are required to do something in advance of getting your 'winnings'. This would usually require you to pay an amount for taxes, legal fees, etc but that is where the scam comes in - you pay them hoping to get the award in return but they simply take your money and you never hear from them again. You don't just win money that way and get a phone call out of the blue. You need to have done something first, such as entered a draw, or put your name forward, this is most likely a scam
