You absolutely do not have to open an account in a Ghana bank to have someone send you money in the UK. If someone is telling you that, they are lying to you and trying to scam you. Do not send them any money.
The UK has no record of a licensed barrister with that name.
This is what's known as "advance fee fraud," and it's very common. Essentially, a stranger in a foreign country convinces you that you will come into some great sum of money - if you send them a small, upfront, advance fee... which has to be sent via an unprotected, untraceable means, such as Western Union.
