I regularly receive calls from (XXX) XXX-XXXX "Windows Support" guy with heavy accent claiming to have uncovered serious problems with my computer.Calls stopped a couple years ago and started again in the last three months.How do I stop this?John

The problem that you're running into here is that these are scam artists - they have no respect for the law, so putting yourself on the Do Not Call registry unfortunately isn't going to make them leave you alone.
Usually, if you threaten to call the police, they leave you alone.
Try calling your phone company to see if they have any way to block specific numbers.

You can actually contact the police, but the problem is, the police may need more information. But, it's worth a shot.
If they were calling from a blocked or unknown number, you could ask the phone company to stop all anonymous calls (this is usually a low-cost or free service). I can't see the phone number you entered, but it looks like you do have a return phone number.
Who do I contact at the San Diego Police Dept.?
See if they have a fraud department.
The calls are from a number in San Antonio.
Otherwise, the officer answering the phone may take a report.
You can try filing a report with the Texas Attorney General's Office - tell them that abusive calls are coming from that number.
I'll ask for a fraud unit.
