Dash indicators all come on, but when i turn the to start

Customer Question

Dash indicators all come on, but when i turn the to start nothing happens. Battery terminals were corroded. I cleaned them, charged the battery, but still nostarter engagement. Tried to arc across the solenoid terminals and got only a small sparp and no solenoid engagement. would you suggest nreplacing Starter and Solenoid or could it be an ingnition switch problem?
