JA: What is the model/year of your Ford?
Customer: 2007 crown vic
JA: Are you fixing your vehicle yourself? What have you tried so far?
Customer: i am, i know i have a circuit problem. components are good. my CAN voltage reads 3.5 on one circuit and 1.5 on the other. i have checked grounds, continuity tests. all test good.
JA: Anything else you want the mechanic to know before I connect you?

Hello and welcome to just answer . I value your input to my questions so I may help you better. This is a common issue with a loose ground g103, it is under the air cleaner assembly.

I have cleaned the ground. It was tight to begin with. All of the grounds going to this location have zero ohms of resistance.

What module did you get the U1041 and U1059 from?

Those two codes show up in LCM and DDM.

If you clear the cods out, do they come right back and do you have any other codes in any of the other modules?

I sent it to dealer for second opinion. They told me ABS module was bad. We replaced, $1400 still have same issue.

Do you have a scan tool that can do a network test?

Do a network test and see what modules fail the test. The network test only checks the MS-CAN, HS-CAN and basically the communication netowkr and if the modules all communicate on that network.
