My 2003 ford E150 has a sinking pedal. I replaced the master

Customer Question

My 2003 ford E150 has a sinking pedal. I replaced the master cylinder twice and bled the brakes. The pedal still sinks. Now the ABS pump will not shut off, even with the key turned off. I had to remove the fuse. I am an engineer and a decent Saturday mechanic. Are the sinking pedal and running pump problems related?
JA: Can you turn the steering wheel at all? And what about the key? Is it worn or damaged?
Customer: There is no problem with the steering. The problem is the brakes. The key is new.
JA: Are you fixing your E150 yourself? What have you tried so far?
Customer: I have replaced the master cylinder twice myself and bled the brake lines repeatedly.
JA: Anything else you want the mechanic to know before I connect you?
Customer: no.
