The problem you are describing is caused by the fuel level sending unit on the fuel pump which is mounted on the fuel pump which is mounted inside the fuel tank under the vehicle. It is part of the fuel pump assembly. Replace the fuel pump assembly which includes the fuel level sender which is causing your problem.
