Did you have the trans disassembled all the way down to empty case?
So your positive you have the low/reverse band in the case correctly and didn't miss one of the lugs or missed the band lug with the servo rod?
Ok, there are no valves or solenoids (other than EPC) needed for reverse, Hydraulic apply is directly off the manual valve. At this point you probably need to drive it to see if it has third and engine braking in the M1 position. Reverse uses the low reverse band and direct clutch. If the issue is in the direct clutch then it will show up in third also. If there is no engine braking in M1 then the issue has to be with the band or band alignment. You can drop the low/reverse servo and look through the hole to see if the band anchor is there and not off to the side.

Ok then it has to be something with the band, direct is good, low one/way installed correctly.
Not unless the separator plate or gaskets are incorrect. If you raise the rear wheels then use a screwdriver through the hole to apply the band you should feel a noticeable difference when turning the driveshaft, it should turn a lot harder.
In neutral by hand engine off
Servo orings intact, paper gasket? Manual valve linkage pin in correct slot on manual valve? Was the separator plate or gaskets reused or replaced?
OK then if nothing is wrong, then it should have reverse. I am out of ideas I will opt out and see if any of the other experts have any ideas.

The reverse modulator valve controls the pressure used in reverse gear when applying the direct clutch and reverse band.

That is correct.
The reverse modulator valve is not used in manual 1st gear.
According to the Ford charts, this valve is only used for reverse.
