Is there any smoke from exhaust, will it even try to fire?
Have you inspected the EGR valve, I suspect it is stuck open?
Okay, I have seen a no start condition with the valve stuck open many times.
do you know what the ICP pressure is climbing to when cranking it?
It almost sounds like a failed FICM, was it programmed when installed?
Another thing is FICM SYNC and SYNC both have to read YES when cranking it over.
okay, let me know what you find, you may have a failed camshaft position sensor.
I am at a loss, with everything you have told me it should start. If the IPR is going up to 84% that is a sure sign there is a high pressure oil leak. What is the ICP pressure when you are cranking it?
That should be enough to start and run. I see know reason without having hands on , that it wouldn't start.
