2002 Mazda Tribute. The door locks only work when the key is turned on. the keyless remotes don't work at all. I was wondering if this may be caused by the door lock / keyless fuse that is typically on the backside of the interior fuse box in a lot of Fords around this year.

The problem is actually the GEM module which is located behind the center of the dash near the firewall. It controls all the power door lock circuits.

the GEM module is bad. Are those plug and play or does it have to be VIN paired?

No, the GEM module does not control the radio. Check the wiring around the dash fuse box and the GEM module and make sure there are no spliced aftermarket wiring.
