when I try to engage the starter, it does nothing and disables total instrument panel
JA: When you turn the key, do you get a single loud click, or a series of rapid ones?
Customer: single click then all goes dead
JA: What is the model/year of your Ford?
Customer: 1999 ford f150
JA: Are you fixing your F150 yourself? What have you tried so far?
Customer: fixing myself. have tried removing battery connections to reset panel .. Will reset panel, give me all lights radio all. until I try to engage starter
JA: Anything else you want the mechanic to know before I connect you?

check the battery with a voltmeter to be sure there is enough power to power everything up.

thats low, have someone try and start the truck and re check with it in start mode

I took the battery to an auto supplier and had it checked, was told the battery has full power

12 volts is too low. 12.6 is fully charged. since you are not working with me here, I am opting out.

Can you try to start the engine with jumper cables attached from another vehicles battery?
The battery in your vehicle can have 12 volts, but it is the CCA (Cold Cranking Amps) in the battery that starts the engine. Yours should be 650 CCA 0r 750 CCA.
