Hello, have you done anything as of yet for testing?
If you remove the top fuel filter cap is it full of fuel?
If you have sync and ficm sync. 500PSI of ICP as well as good fuel and 48v FICM hen the vehicle should run unless the EGR valve is stuck open. Make sure you are looking at ICP actual and not desired.
I would monitor all ICP pids in the scan tool and let me know what the lowest reads.
Is the vehicle currently programmed back to stock. If it isn't I would program it to stock and retest.
.9-1.5 should be the voltage if you have good pressure
The RPm is good for cranking speed.
Is 1v as high as it goes?
Does it show actual pressure also>
I hate to say but if you use starting fluid will it attempt to start? You said you have both sync and ficm sync?
Silicone spray I haven't tried before but wd-40. The way it sounds to me is the ICP is trying to build but is border line of not being high enough. Did you change the oil also? Are you using a Ford OEM oil filter and cap?
500PSI is needed. There are two different pids that show this and one is desired that is why I'm curious. If all of the above things are correct there is no reason it shouldn't start. can you look at sync and ficm sync. Does ficm logic show 12v
