changed icp ipr dummy plugs standpipes oil cooler icp is reading 1200 1500 while cranking ficm is 48.5 volts and synced battery's charged fresh oil filters an oil fuel clean and both are new

If you remove the top fuel filter cap is it full of fuel?

If you have sync and ficm sync. 500PSI of ICP as well as good fuel and 48v FICM hen the vehicle should run unless the EGR valve is stuck open. Make sure you are looking at ICP actual and not desired.

When I pulled egr was welded closed so I did the delete

I would monitor all ICP pids in the scan tool and let me know what the lowest reads.

I've had truck about a year no problems till now truck is stock except for egr delete no tuner had 110000 when bout 120000 now

Is the vehicle currently programmed back to stock. If it isn't I would program it to stock and retest.

.9-1.5 should be the voltage if you have good pressure

I hate to say but if you use starting fluid will it attempt to start? You said you have both sync and ficm sync?

I haven't tried starting fluid but another Mechanic on here told me to try silicone spray tried it didn't stary

It sounds like it wants to start without fluid I'm getting smoke out tailpipe but won't fire

Silicone spray I haven't tried before but wd-40. The way it sounds to me is the ICP is trying to build but is border line of not being high enough. Did you change the oil also? Are you using a Ford OEM oil filter and cap?

Oil has about 500 miles on it before shutdown yes motorcraft oil filter and fuel filters stock plastic cap running Rotella 15w40

500PSI is needed. There are two different pids that show this and one is desired that is why I'm curious. If all of the above things are correct there is no reason it shouldn't start. can you look at sync and ficm sync. Does ficm logic show 12v
