The window comes out first and then the regulator.

It seems that the gears on the regulator are most likely worn out. If you take the motor off you should be able to move the window regulator freely, (by hand)

It sounds like the plastic rollers in the window motor have failed causing the problem you have. I really doubt the window regulator is the problem. When the plastic rollers break apart in the motor, it will run, but not have enough torque to raise the window. This is a safety feature built into the system so if someone has there arm in the way of the window or a pet, the plastic rollers will break and stop the glass from moving and injuring someone. The window motor will need to be replaced. You can take the cover off where the gear is on the motor an inspect the plastic gears. There should be a couple screws on the cover and possibly a retaining clip on the shaft holding the outer gear onto the motor.
