1991 Mercury Topaz 4cycl 2.3 85k Hesitation during initial

Customer Question

1991 Mercury Topaz 4cycl 2.3
85k
Hesitation during initial start runs ok after. Not consistent warm or cold.
Problem became apparent before winter (over a year ago). During the coldest months last winter , engine would crank but not start, as per mechanic engine flooded (removed wet spark plug). I didn't remove spark plug (-9F) but could smell and only way to start is to hold gas pedal at max then release slowly when engine runs. My mechanic looked car over performed tuneup cannot figure out why engine floods at very low temperatures below 10 F.
Now (summer) cat starts rough for the 1st few seconds, if engine stalls out have to restart with accelerator slightly depressed.
New aftermarket Charged air temperature sensor, coolant sensor, fuel pump, idle valve (aftermarket, not motorcraft)
When I replaced the charged air temperature sensor, it became easier to start when cold but still bad.
Recently used sea foam spray in air intake and fuel.
Thank you

Customer: replied 3 months ago.
1- is the fuel pressure 35 to 45 psi. I don't know. My Mechanic supposedly checked the fuel pressure. Any instructions on replacing the fuel pressure regulator (weekend project) . My mechanic replaced the fuel filter as a matter of fact he performed a tuneup, (I had tuneup parts, never completed, had instead had car towed to mechanic when it did not start in very cold weather)
When vehicle was first purchased in 2012 it ran very well. When the rusty fuel lines were partially replaced by my previous mechanic, the then working fuel pump as per my trusted mechanic ?? stopped working?? , same mechanic replaced fuel pump, after that car did not run as well.
I had the fuel lines redone twice since mechanic was unable to do a safe job. (leaking and too close to exhaust, incorrect routing)Thank you

1-i would check that fuel pump again ?

2-replacing the fuel regulator fairly easy, it calls for a 0.7 hour labor

3-few bolts to raise the fuel rail and a vacuum hose and it will come out

4- if the fuel lines has a leak some where , even a tiny one , it will cause the cold start issue.

5- the oxygen sensor needs checking if the are not switching quickly and slow will cause the ecu to keep the injector on longer dumping fuel that is causing the flooding
