I have a 1997 Ford E Super Duty with Triton V10 engine. Code

I have a 1997 Ford E Super Duty with Triton V10 engine. Code P0118 P0118 - Engine Coolant Temperature Circuit High Input.
I have changed the thermostat, ECT sensor itself and still on. At the connection I get 11.10 volts when ignition in on position, ZERO in off position.
Live data reads -40.0 degrees
Jumper between terminals = UNCHANGED
How do I test the wires that go between the sensor and the PCM? I cannot find the PCM and I dont know how to test them.

Looking for a wiring diagram to trace the wire from the ECT sensor to the PCM and location of the PCM. Also directions on how to test this
