Ford 1989 F250, when it is started the rpm will be about

Ford 1989 F250, when it is started the rpm will be about 2000 , restart a couple of times and rpm may drop to 1100 but will not stay there very long and will go back to 2000 rpm??

You could have a handful of things going on and it will take some testing to determine the cause. It could be an inaccurate throttle position sensor signal, the throttle may not be closing fully, you could have a vacuum leak.

Have you checked for fault codes?
