voltage on battery and battery to ground but no power on cigarrette lighter , headlights, starter, dome light etc. on 1990 ford club wagon.

Check all your fuses and the wiring going to the fuse box in the van and the power distribution box under the hood near the battery for brakes or corrosion.

How to check the wiring going to the fuse box connections at the starter solenoid appear to be ok.

Then you need to check fusible links from the battery or power distribution box.

They're inline with the battery cable. You can tell if they're burned through because they will be soft and mushy.

Run separate power source to the box

there are 3flusible links t hat are looped out of the main cable bundle a few feet from the entrance to the fuse panel.
they feel firm how can they be checked out and which one would be the supply to the fuse panel?

Check for power in and out, or ohm them.

As I stated in the first request there is no power to the cigarette lighter as well as everything except the light in the engine compartment. I don't have a wiring diagram available.

I know, but you also said you didn't have power to the fuse block. We need to get power there.

Where can I tie into the fuse block to jump power from the battery to the fuse block?

Take it right from the battery. We have to do this if you can't find where the brake is at.
