I cannot find the fuse panel inside my 02 explorer, it's not

I cannot find the fuse panel inside my 02 explorer , it's not under the dash on the drivers side, I've removed the cover under the steering column. Nothing there
JA: Have you checked the manual yet? Most vehicles have two fuse panels.
Customer: I have , no fuse panel where it's supposed to be, I must be missing something here
JA: What is the model/year of your Ford?
Customer: Explorer, Eddie Bauer, 2002
JA: Are you hoping to fix this yourself? What have you tried so far?
Customer: Hoping to, the blower fan works but all vents/ports seem closed off
JA: Anything else you think the mechanic should know?
Customer: The system is freshly charged and the w/o is ice cold.... it seems plugged

You may rule out a plugged cabin filter, there is not one in this vehicle. Also, upon removing the neg. battery terminal, and researching, the air came out a little better but not as it should....
